- The Nigerian army has undergone a major shake-up which has seen several officers getting new postings.
The Nigerian Army releases its 2017 fourth quarter postings and appointments aimed at injecting new hands to further actualize the vision of the Chief of Army Staff - The posting and appointments which affects 399 officers takes effect from January 2, 2018 The Nigerian army on Friday, December 29, released the 2017 fourth quarter postings and appointments of its officers.WORLD NEWSENTSORT.COM gathered that the army in a statement by the director army public relations, Brigadier General Sani Kukasheka Usman said: "It will be recalled that recently some senior officers were promoted to the ranks of Brigadier Generals and Major Generals respectively, while some have also left service on completion of mandatory years of service in the army."The posting is also aimed at injecting new hands to further actualize the vision of the Chief of Army Staff, Lieutenant General TY Buratai, which is “to have a professionally responsive Nigerian Army in the discharge of its Constitutional roles”. Accordingly, the posting and redeployment has affected some Principal Staff Officers at Defence and Army Headquarters, Corps Commanders, General Officers Commanding (GOC), Commandants of Training Institutions and Directors, amongst others.

In all, the posting and appointments affected 399 officers. Those affected include, Major General RO Yusuf Commander Training and Doctrine Command (TRADOC), who is now the Chief of Policy and Plans (Army), Major General AA Salihu, Chief of Defence Communications will now take over as Commander, TRADOC, Major General LO Adeosun, also from Defence Headquarters, has been appointed Commander, Infantry Corps, Major General CM Abraham has been moved from 2 Division to Defence Intelligence Agency as Deputy Chief of Defence Intelligence, while Major General OF Azinta replaces him as General Officer Commanding 2 Division, Major General US Yakubu is now to take over as Commandant of Martin Luther Agwai International Leadership and Peacekeeping Centre, while Major General FO Agugo, is now Commander, Command Army Records, while Major General JS Malu is now the Corps Commander, Nigerian Army Engineers and Major General JGK Myam, the Director of Operations is now the Commander, Army Headquarters Garrison, Abuja. Others affected include, Commander Guards Brigade, Major General MS Yusuf, who is now General Officer Commanding 6 Division, replacing Major General EO Udoh, who is reassigned to 81 Division as GOC. 

In same vein, Brigadier General UT Musa is now the Commander Guards Brigade. Major General IBJ Okeke is now Corps Commander, Nigerian Army Medical Corps, while Major General KO Kadiri is now Group Managing Director, Nigerian Army Welfare Holding Limited/Guarantee. Similarly, Major General EJ Enenche has been appointed Commandant Army War College Nigeria, while Brigadier General JA Agim is now the Acting Director Defence Information and Brigadier General JTE Chukwu is now the Commandant of Nigerian Army School of Public Relations and Information. Brigadier General LT Omoniyi has been appointed as the Commander of the newly established 17 Brigade with Headquarters in Katsina, Brigadier ET Essien is now Commander 29 Task Force Brigade, while Brigadier General TA Lagbaja is coming from Headquarters 8 Division to Army Headquarters as Acting Director Operations and Brigadier General GN Mutkut takes over as Commander 7 Multinational Joint Task Force Brigade. All the postings and appointments takes effect from Tuesday, January, 2, 2018.NAIJ.com previously reported that the Nigerian army said its troops had been in pursuit of Boko Haram insurgents after repelling insurgents’ attack at Moloi area of Maiduguri. Maj.-Gen. Rogers Nicholas, the Theatre Commander, Operation Lafiya Dole, disclosed this in a statement in Maiduguri. Nicholas said that the troops had successfully repelled the attack while ground troops and the Nigerian Air Force were on hot pursuit, interdicting the fleeing terrorists now in disarray.

The National Bureau of Statistics (NBS) Friday released its“Unemployment and Under Employment Report from 1st quarter to third quarter 2017’’ in Abuja.
The NBS revealed that the total number of people in full-time employment (at least 40 hours a week) declined from 52.7 million in the second quarter 2017 to 51.1 million in third quarters.
It stated that the unemployment rate increased from 14.2 per cent in the fourth quarter 2016 to 16.2 per cent in second quarter 2017 and 18.8 per cent in the third quarter, 2017. The number of people with the labour force who were in unemployment or underemployment increased from 13.6 million and 17.7 million respectively in the second quarter 2017, to 15.9 million and 18.0 million in the third quarter 2017, adding that total unemployment and underemployment combined increased from 37.2 per cent in the previous quarter to 40.0 per cent in the third quarter.
During the third quarter 2017, the report stated that 21.2 per cent of women within the labour force (aged 15-64 and willing, able and actively seeking work) were unemployed, compared with 16.5 per cent with 16.5 per cent of men within the same period. According to the report, Nigeria economic growth has been decelerating since second quarter, 2014 culminating in an economic recession in second quarter, 2016.
The report, while noting that the country’s economic recession was technically over in second quarter of 2017, however noted that several economic activities were still contracting or recovering sub optimally, typical feature of an economic recession where an increase in unemployment exists as jobs are lost and new jobs creation are stalled. The report stated that a return to economic growth provided an impetus to employment.
However, it stated that employment growth might lag, and unemployment rates worsened, especially at the end of a recession and for many months after. In addition, it stated that the unemployment rate, induced by a recession, typically peaks about 15-18 months after the beginning of a recession or four to eight months after the end of a recession before it returns to its pre- recession trend.
This, it stated in the case of Nigeria, would be a peak in fourth quarter which means we would only expect unemployment to return to its normal trend in 2018. It stated that the length of the lag would depend on how deep and long the recession was. It noted that it would also depend on how stable and fast the recovery was as well as on the economic sectors driving the recovery, labor or capital/technology intensive.

Despite recession exit, Nigeria’s economy vulnerable- IMF

The International Monetary Fund (IMF) has commented on the state of Nigeria’s economy, noting that despite exiting recession, the country’s economy remained vulnerable.
While welcoming actions taken so far to improve the power sector and business environment under the Economic Recovery and Growth Plan, the fund noted that macroeconomic and structural reforms were urgently required to contain vulnerability and support sustainable private sector-led growth.
IMF’s observations followed extensive work by its staff team led by Amine Mati which visited Nigeria December 6-20, 2017 to conduct the 2018 Article IV consultation.
Following the conclusion of the visit, Mati, Senior Resident Representative and Mission Chief for Nigeria at the IMF, issued the following statement:
“Overall growth is slowly picking up but recovery remains challenging. Economic activity expanded by 1.4 percent year-on-year in the third quarter of 2017—the second consecutive quarter of positive growth after five quarters of recession—driven by recovering oil production and agriculture. However, growth in the non-oil-non-agricultural sector (representing about 65 percent of the economy), contracted in the first three quarters of 2017 relative to the same period last year. Difficulties in accessing financing and high inflation continued to weigh on companies’ performance and consumer demand. Headline inflation declined to 15.9 percent by end-November, from 18½ percent at end-2016, but remains sticky despite tight liquidity conditions.
“High fiscal deficits—driven by weak revenue mobilization—generated large financing needs, which, when combined with tight monetary policy necessary to reduce inflationary pressures, increased pressure on bond yields and crowded out private sector credit. These factors contributed to raising the ratio of interest payments to federal government revenue to unsustainable levels. Reflecting the low growth environment and exposure to the oil and gas sector, the banking industry’s solvency ratios have declined from almost 15 to 10½ percent between December 2016 and October 2017, and non-performing loans have increased from 5 percent in June 2015 to 15 percent as of October 2017, although with provisioning coverage of about 82 percent.

“The authorities have begun addressing macroeconomic imbalances and structural impediments through the implementation of policies underpinning the Economic Recovery and Growth Plan (ERGP).  Supported by recovering oil prices, the new Investor and Exporter foreign exchange window has increased investor confidence and provided impetus to portfolio inflows, which have helped to increase external buffers to a four-year high, and contributed to reducing the parallel market premium. Important actions under the Power Sector Recovery Program increased power supply generation and ensured government agencies pay their electricity bills. Welcome steps were also taken to improve the business environment and to address longstanding corruption issues, including through the adoption of the National Anti-Corruption Strategy in August 2017.
“However, in the absence of new policies, the near-term outlook remains challenging. Growth is expected to continue to pick up in 2018 to 2.1 percent, helped by the full year impact of greater availability of foreign exchange and higher oil production, but to stay relatively flat in the medium term. Risks to the outlook include lower oil prices, tighter external market conditions, heightened
security issues, and delayed policy responses.
“Containing vulnerabilities and achieving growth rates that can make a significant dent in reducing poverty and unemployment requires a comprehensive set of policy measures.
“On the fiscal front, the mission welcomes the recent tax reforms aimed at improving tax administration, planned increases in excises, and latest steps taken to lower debt servicing costs and lengthen maturities. However, with oil prices expected to remain lower than in the past, upfront actions to mobilize non-oil revenues, including through reforming the VAT and removing exemptions, are needed while safeguarding priority expenditures, including scaling up social safety nets and infrastructure investment.
“Fiscal consolidation should be accompanied by a monetary policy stance that remains tight to further reduce inflation and anchor inflation expectations. Moving toward a unified and market-based exchange rate as soon as possible while continuing to strengthen external buffers would be necessary to increase confidence and reduce potential risks from capital flow reversals.
“Such a policy package—along with structural reform implementation, including by building on recent successes to improve the business environment, closing infrastructure gaps, and implementing the power sector reform plan——would lay the foundation for a diversified private-sector led economy. Strengthening governance and transparency initiatives, and lowering gender inequality and fostering financial inclusion would also be important.”
During the course of its work, the team held productive discussions with senior government and Central Bank of Nigeria (CBN) officials. It also met with members of parliament, representatives of the banking system, private sector, civil society, and international development partners.

He reiterated that he would neither run for Senate nor for the President in 2019, but would be keen in who succeeds him and who can sustain the tempo of the achievements recorded by his administration.

Lai Mohammed accused the Peoples Democratic Party (PDP) of rebranding itself with stolen arms money - The minister said the PDP never understood the need for adequate security in a country The minister of information, culture and tourism, Lai Mohammed has said that the Peoples Democratic Party (PDP) is re-branding itself with stolen arms money. Mohammed speaking in an interview with Vanguard said the PDP under the President Goodluck Jonathan's administration distributed $269 million cash and N100 billion which was supposed to be money meant to fight Boko Haram terrorists. Mohammed reacting to PDP's allegation that the $1 billion recently approved for the fight against terrorism is for the 2019 general election said the party does not know when to keep quiet.
He said: "The sad thing about PDP is that they do not know when not to talk. If they were smart they would know when not to talk." 

“If not for their rapacious corruption Boko Haram would not have metamorphosed into the monster that it became before we came in. If only they had approached governance with honesty transparency, and sense of purpose Boko Haram would not have raged between 2009 and 2015, it was their inept handling of Boko Haram and their corruption that put us in this mess," Mohammed said, “They seem not to understand that the biggest challenge to any government and the primary responsibility of any government is law and order and security. It is because of the fact that we have been able to contain Boko Haram that they were able to hold their national convention in Abuja. “During their time they were not able to celebrate the National Day openly. Under their watch, Boko Haram not only occupied 27 local governments in Borno State, but was also active in almost ten states. Not that alone, they used to stroll to the federal capital, and three times they went to bomb the United Nations, the Police headquarters and under their watch, the Thisday newspaper was bombed and under their watch, about 200 Chibok girls were abducted," Mohammed addedminister also said that since the All progressives Congress (APC) came into power there has been no single bomb explosion in the Federal Capital Territory. "And that is not a mean feat! It is because they don’t understand what security means, they don’t even understand what terrorism means,” he said. “It does not lie in the mouth of the PDP to even criticise the government, and it was their corruption that led us to where we are today.

One of the contestants for the recently concluded national chairmanship election of the People’s Democratic Party, PDP, Rasheed Ladoja, has said South-west leaders will not leave the party despite losing out at the elections.

Mr. Ladoja, a former governor of Oyo state, said this at a meeting with the Governor Dickson Seriake-led reconciliation committee in Ibadan, Oyo State on Thursday. He confirmed that the South-west PDP leaders and members will remain in the party and work for its victory in 2019.

Governor Dickson, who had earlier promised to address grievances following the tense outcome of the convention earlier this week, reached out to another contestant, Tunde Adeniran.

Mr. Adeniran had advised the committee to reach out to other contestants who are also aggrieved ‘one way or the other.’

Before this, former president Goodluck Jonathan had led a reconciliation team to visit another aggrieved leader, Suleiman Abubakar, a former minister for national planning.

“In spite of the disagreements over Saturday’s elective National Convention of the Peoples Democratic Party (PDP), leaders of the party in the South-west zone have restated their resolve to remain in the party,” Mr. Ladoja said.

“I am in politics to make Nigeria work. In 1999 they begged me to be the gubernatorial candidate of the Alliance For Democracy (AD) and I refused. I wanted a mainstream party. I have seen it all in PDP both the ascension and descent. It is the people that make the party not the other way round. If we come together, we will make the government that the people deserve. We are back to PDP and we will remain in PDP.”

Speaking on the controversy surrounding the national convention, Mr. Ladoja further said, “a week to the National Convention, we started pruning and on the eve, we had decided that Prof. Tunde Adeniran was our consensus candidate but the delegates decided otherwise. However, we will remain in the PDP, we are not going anywhere”.

“In the PDP we have the chance of winning across board. I will work assiduously to make sure all the aspirants in the South-west remain in the party and work for the party. This PDP will win. If you think you hate PDP, try the APC and you will see that APC is worse,” he said.

Governor Dickson thanked Mr. Ladoja for his commitment and sacrifice to the party and assured that the party remains one strong united family, where all members are equal stakeholders.

JAMB Issues Serious Warning to Prospective 2018 UTME Candidates

The Joint Admissions and Matriculation Board on Tuesday warned prospective candidates for the 2018 UTME to be wary of fake past questions in compact disks being circulated in the country.
The board made the call in a statement signed by its Head of Media, Mr. Fabian Benjamin, and made available to the News Agency of Nigeria in Abuja.
JAMB, while dissociating itself from the counterfeit papers, said the items were “intended to deceive unsuspecting candidates.”
“The fake past questions in CD Rom entitled, “JAMB PRO CBT practice software for UTME” was purported to have emanated from JAMB in order to give credence to the products.
“This is also made by the producers to perpetuate their nefarious activities.
“JAMB wishes to dissociate itself from the production and sale of the fake CDs and warns the public to be vigilant and avoid being defrauded.’
The board said it had not authorized any individual or groups to do so on its behalf.
It added that preliminary investigation conducted showed that the past questions were fake and had no semblance whatsoever to the board’s question papers in context, content or form.
“As a responsible and responsive organisation, we will not be part of any ploy to defraud innocent candidates.
“We have put machineries in motion to our outlets and service providers not to be used as channels of exploitation or distribution of such fake items.’’
The board reiterated its commitment to continuously ensure that candidates applying for its examination were not misled, while calling on them to also avoid fake online sites.
It urged intending candidates to study hard for the examinations and channel all inquiries to any of the board’s offices nationwide for any redress, challenges or information.

Meghan MCCAIN break down on the view talking to JEO BIDEN ABOUT CANCER

broke down during the Wednesday, December 13, episode of The View while opening up about her father John McCain‘s brain cancer diagnosis to Joe Biden, whose son passed away two years prior of the same glioblastoma.
“This is the hard part, bear with me, I couldn’t get through your book, I tried. Your son Beau had the same cancer that my father was diagnosed with six months ago,” a visibly emotional Meghan, who joined The View in October, began, referring to Biden’s memoir Promise Me, Dad: A Year of Hope, Hardship and Purpose. “I think about Beau almost every day and I was told — I’m sorry — that this doesn’t get easier, but that you cultivate the tools to work with this and live with this. I know you and your family have been through tragedy that I couldn’t conceive of.”

“It’s not about me, it’s about everyone with cancer,” Meghan said as Biden got up to take a seat next to her.
“It is about everyone, but look. One of the things that gave Beau courage — my word — was John,” Biden said, referring to Meghan’s father. “Your dad, you may remember when you were a little kid, your dad took care of my Beau. Your dad … became friends with Beau. And Beau talked about your dad’s courage, not about illness, about his courage.”As previously reported, Beau lost his battle with brain cancer at 46 years old in May 2015. President Obama delivered an emotional eulogy at his funeral in Delaware in June 2015.
John opened up about his cancer diagnosis and “very poor prognosis” during an interview with 60 Minutes in September.
“As you know, doctors are interesting,” he said at the time. “Some say 3 percent, some say 14 percent. You know it’s — it’s a very poor prognosis. So I just said, ‘I understand. Now we’re going to do what we can, get the best doctors we can find and do the best we can, and at the same time celebrate with gratitude a life well lived.’”
